- The Commissioner of Health may—
-
(1) establish psychiatric programs for the purpose of research into and aid of methods of prevention, diagnosis, and treatment of mental disorders;
-
(2) supervise the administration of those services included in the program which are not administered directly by him;
-
(3) provide such methods of administration as are necessary for the effective operation of the program;
-
(4) extend and improve local psychiatric services throughout the Virgin Islands;
-
(5) cooperate with the Federal Government through its appropriate agency or instrumentality in developing, extending and improving such services; and
-
(6) receive and expend all funds made available to the Department of Health by the Federal Government, the Government of the Virgin Islands, or from other sources for such purposes.
