(a) No officer or employee who is directly or indirectly engaged in the administration of this chapter shall directly or indirectly coerce, attempt to coerce, command or advise any officer or employee who is appointed pursuant to the requirements and authority of section 153 of this title, to pay, lend, or contribute any part of his salary or compensation or anything else of value to any party, committee, organization, agency, or person for political purposes. No officer or employee who is engaged in the administration of this Service and who is appointed pursuant to the requirements and authority of section 153 of this title shall (1) use his official authority or influence for the purpose of interfering with an election or nomination for office, or affecting the result thereof, or (2) take any active part in political management or in political campaigns. All officers and employees so engaged and appointed shall retain the right to vote as they may choose and to express their opinions on all political subjects and candidates.

(b) Any officer or employee violating the provisions of subsection (a) of this section shall be immediately removed from the position or office held by him and shall perform no further duties incidental thereto, and thereafter no funds appropriated by the Virgin Islands Legislature or granted by any agency of the Federal Government for the purposes of this chapter shall be used to pay the compensation of such person.

(c) Whoever directly or indirectly coerces, attempts to coerce or commands any officer or employee appointed pursuant to the requirements and authority of section 153 of this title to pay, lend or contribute any part of his salary or compensation or anything of value to any party, committee, organization, agency or person for political purposes, shall be fined not more than $1,000 or imprisoned not more than one year, or both.
