All fees shall be paid in accordance with regulations issued by the Board or incorporated in its by-laws. Any person, upon showing of proper justification, or who fails to pass the required examination, shall be admitted to one reexamination of any part with a grade lower than 65% without payment of further fee, provided that the fee paid in advance for the proper examination shall not be returned to the applicant.
