(a) The first week in June shall be observed as “Virgin Islands Child’s Week” throughout the Virgin Islands.

(b) The Governor shall appoint a committee each year to develop appropriate plans, programs and ceremonies for celebration of “Virgin Islands Child’s Week” in the Virgin Islands.
