(a) Any person who has served as a member of any branch of the United States Armed Forces, the National Guard, or armed forces reserve, may apply for licensure, if:
(1) He or she has successfully completed a course of instruction required to qualify him or her for rating as an HVAC technicians mate or other equivalent rating in his or her particular branch of the armed forces;
