- This code shall be construed and applied to promote its underlying purposes and policies.
- The underlying purposes and policies of this code are:
- To simplify, clarify, and modernize the law governing procurement by the state of Colorado;
- To provide for increased public confidence in the procedures followed in public procurement;
- To ensure the fair and equitable treatment of all persons who deal with the procurement system of the state of Colorado;
- To provide increased economy in state procurement activities and to maximize to the fullest extent practicable the purchasing value of public funds of the state of Colorado;
- To foster effective broad-based competition within the free enterprise system; and
- To provide safeguards for the maintenance of a procurement system of quality and integrity.
