- The general assembly finds and declares that:
- The various agencies of this state concerned with public safety have functioned independently and without central direction or focus;
- Consolidation of these agencies under a single department would provide the state with greater responsibility for and direction of the several aspects of the public safety system without creating a new bureaucracy; and
- The several state agencies thus brought together would benefit from such an association.
