§ 24-65.1-106. Effect of Article – Rights of Property Owners – Water Rights

1. Nothing in this article shall be construed as:
   1. Enhancing or diminishing the rights of owners of property as provided by the state constitution or the constitution of the United States;
   2. Modifying or amending existing laws or court decrees with respect to the determination and administration of water rights.
