§ 25-8-110. Duties of Department of Transformation and Shared Services and Department of Finance and Administration

(a) The Department of Transformation and Shared Services shall:

1. (1) Develop retention schedules for control, preservation, protection, and disposition of the electronic records of state agencies under § 25-18-601 et seq.;

2. (2) Direct the development of policies and procedures that state agencies shall follow in developing information technology plans and technology-related budgets and technology project justification;

3. (3) Review procurements to ensure conformity with information policies and standards and state-level plans and implementation strategies;

4. (4) Advise state agencies on information technology contracts and agreements; and

5. (5) Develop and promulgate rules and guidelines governing the retention and management of public records commonly found in most state agencies under § 25-18-601 et seq.

(b)

1. (1) With assistance from the Division of Workforce Services, the Department of Finance and Administration shall establish and maintain a web page to:

   1. (A) Provide a menu of links to employer-related state web applications for required reporting, tax payments, and other data submissions;

   2. (B) Allow an employer to select a link based upon a desired type of function or application and be redirected to the appropriate agency web application; and

   3. (C) Provide information about tax submissions, employment reports, and child support submissions on the respective agency sites, including without limitation due dates, payment options, and agency contact information.

2. (2) The initial scope of the web page shall include links to:

   1. (A) Online taxpayer services administered by the Department of Finance and Administration through the Arkansas Taxpayer Access Point web page;

   2. (B) Unemployment and new hire submissions administered by the division; and

   3. (C) Information concerning employer reporting and payment functions provided by the Office of Child Support Enforcement.

3. (3) The web page shall be designed with sufficient flexibility to allow additional links to other state agencies to be added as appropriate.
