(a) The Virgin Islands Employment Security Agency, heretofore established as an independent agency of the Virgin Islands within the Office of the Governor, and subsequently transferred and continued as an independent agency within the Department of Labor, is hereby declared to be a division of the Department of Labor under the jurisdiction and responsibility of the Commissioner thereof. Said division shall be comprised of two separate offices, namely, the Office of Unemployment Insurance and the Office of Employment Security.
