The board may refuse to issue a license to an applicant or may suspend or revoke the license of any licensee if he has:
- Been convicted of a felony or misdemeanor involving moral turpitude, the record of conviction being conclusive evidence of conviction;
- Secured the license by fraud or deceit; or
- Violated or conspired to violate this chapter or rules and regulations issued pursuant to this chapter.
