The Commissioner, upon the recommendation of the Secretary of Labor of the United States, may allow reasonable exemptions from any or all provisions of this chapter when the exemption is necessary to avoid serious impairment of the national defense. An exemption may not be in effect for more than six months, without an opportunity being granted to any affected employee for a hearing.
