- The board shall appoint an executive director who shall be the chief executive and administrative officer of the authority, and shall enter into a contract with the executive director establishing the executive director’s salary and term of office.
- The executive director shall appoint, subject to confirmation by the board, the following additional officers: a secretary, an auditor, a legal counsel and a treasurer.
- All other officers and employees of the authority shall be appointed by the executive director.
- The executive director shall attend all meetings of the board.
