(a) The repeal of the codes, laws, ordinances, resolutions and executive orders provided for in section 5 of this title does not affect any act done, or any cause of action accruing or accrued, or established, or any suit or proceeding had or commenced in any civil action, or any plea, defense, bar, or matter subsisting before the time when such repeal takes effect; but the proceeding in every such case shall conform with the procedure currently existing.

(b) No offense committed or no penalty or forfeiture incurred, under any of the laws, resolutions and orders repealed by section 5 of this title, and before the time when the repeal takes effect, is affected by the repeal.

(c) No action or prosecution, pending on the effective date of the repeal provided for in section 5 of this title, for any offense committed, or for the recovery of any penalty or forfeiture incurred, under any of the laws, resolutions and orders repealed by that section, shall be affected by the repeal, except that proceedings in the action or prosecution shall conform with the procedure currently existing.
