The Commissioner of Education is authorized to contract, through the Department of Property and Procurement, in accordance with the provisions of chapter 23 of Title 31 of the Virgin Islands Code, for insurance coverage on all vehicles to be used in the Automobile Driver Education and Training Program. This coverage shall be for the protection of the Government of the United States Virgin Islands, the owner-lessor, where the vehicle is leased by the Government, the instructors, and other users of the vehicle, and shall include up to 100–300 thousand dollars public liability insurance, 10 thousand dollars property damage, 100 dollars deductible collision and fire and theft comprehensive. In addition, the Commissioner is authorized to enter into a “hold harmless” agreement with an owner-lessor of a dual control vehicle leased by the Government to protect the owner-lessor against lawsuit and liability while the vehicle is under the control and in the custody of the Government.
