  1. (a) Any person who is a citizen of the United States may become a resident and domiciled in the State of Arkansas.

  2. (b) No person shall be admitted to become a resident domiciled in the State of Arkansas who has not resided in the state for at least thirty (30) days preceding his or her application for admission as a resident domiciled in the State of Arkansas.
