No member of the commission, and no employee of the commission appointed or employed in the administration of this chapter, shall in any manner have pecuniary interest in, own any securities of, or hold any position with any motor carrier.
No restricted motor carrier not exempted in this chapter shall engage in intrastate operation on any highway within the state unless such carrier is in compliance with the requirements of the laws and regulations of the commission.
The commission shall promulgate rules, regulations and procedures for the regulation of minimum amounts of financial responsibility relating to insurance requirements and self-insurance authorization, safety of operations and appointment of agents of service of process for restricted motor carriers.
Notwithstanding the provisions of this chapter to the contrary, Parts 390 through 397, Title 49, Code of Federal Regulations, shall not apply to commercial motor vehicles operated in intrastate commerce to transport property which have a gross vehicle weight rating or gross combination weight rating of twenty-six thousand (26,000) pounds or less.
