There is hereby created the Tri-county railroad authority in the counties of Coffee, Warren and White. This authority is intended to secure economic benefits to the above counties and to the cities of Manchester, Doyle, McMinnville, Morrison, Tullahoma and Sparta by providing for the continuation of railroad service in Coffee, Warren and White counties.
