As used in this chapter, unless the context otherwise requires: “Commissioner” means the commissioner of health or the commissioner’s designated representative; [Deleted by 2015 amendment.] “Department” means the department of health; and “Hemophilia” means a bleeding tendency resulting from a genetically determined deficiency factor in the blood.
