In light of the multijurisdictional nature of the Authority, an exemption is hereby provided to the Authority from the provisions of the Virginia Public Procurement Act. 2001, c. 342.
This act, being necessary for the welfare of the Commonwealth of Virginia and its inhabitants, shall be liberally construed to effect the purposes thereof. 2001, c. 342.

All other general or special laws inconsistent with any provision of this act are hereby declared to be inapplicable to the provisions of this act. 2001, c. 342.
