Sec. 16. The state department may adopt rules under IC 4-22-2 necessary to implement this chapter. The rules must implement and construe the activities and responsibilities assigned to local boards of health by Indiana statutes and those delegated to the state department. This chapter does not prevent local boards of health from receiving funds from other sources and disbursing those funds for use: (1) in the improvement and extension of existing programs; and (2) in the development of new and needed programs; to protect the health of the public. Sec. 3. As used in this chapter, “community health services” includes the following: (1) All activities and responsibilities assigned or delegated to local boards of health by statute. Sec. 4. As used in this chapter, “county health fund” means a special fund established by the proper local authority for the purposes of appropriating money and allocating expenditures solely for the operation of official county or multiple county boards of health. As used in this chapter, “migratory temporary increase in population” refers to migratory workers and any other population of a migratory nature that requires special consideration and special community health services.
