Sec. 4. Once a bidder is selected, the CMc’s contract with that bidder must include terms and conditions that are designed to accomplish the work at the lowest possible cost to the public agency. As added by P.L.128-2014, SEC.1.
Sec. 5. (a) Except as provided in subsection (b), a bid is a public record subject to public inspection under IC 5-14-3.
