The purposes of this title are to: (1) protect the integrity of the potable water supply; (2) provide for the efficient and safe discharge of storm drainage and sanitary drainage; and (3) ensure that qualified individuals carry out items (1) and (2) of this section.

This title does not limit the right of an individual to practice well drilling if the individual is licensed or otherwise authorized under Title 13 of the Environment Article to practice well drilling.
