    (a)    While a beauty salon permit is in effect, it authorizes the beauty salon permit holder to operate the beauty salon.     (b)    While a beauty salon permit for the limited practice of cosmetology is in effect, it authorizes the holder to operate a beauty salon only for the limited purpose for which the permit is issued.
