Section 17-103 – Rules and Regulations
(a) The Administrator may adopt the necessary rules and regulations to carry out the provisions of this title. (b) The Administrator may continue to regulate the imposition of service charges on property during the period of time giving rise to the presumption of abandonment by adopting rules and regulations relating to service charges.
