Section 7-108 – Staff
(a) In accordance with the State budget, the Secretary may employ a staff. (b) Unless otherwise provided by law, the Secretary shall appoint and remove all staff in accordance with the provisions of the State Personnel and Pensions Article. (c) The Secretary may review any personnel action taken by any unit in the Department.

Section 7-110 – Regulations
(a) The Secretary shall adopt regulations for the Department and its units. (b) The Secretary may adopt regulations necessary to carry out the provisions of law that are within the jurisdiction of the Secretary.
