    (a)    Unless authorized by the Chairman of the Maryland Transportation Authority, pedestrians may not use any Authority highway.     (b)    Unless authorized by the Chairman of the Maryland Transportation Authority, bicycles may not use any Authority highway.

Section 21-1408 – Prohibited Turns

    (a)    Except at the lawful direction of an authorized employee of the Authority highway, a vehicular turn may not be made in any area where turns are prohibited by signs.     (b)    Except at the lawful direction of an authorized employee of the Authority highway, a vehicular turn may not be made at crossovers provided for emergency vehicles.
