The commissioner is the executive and administrative head of Workforce West Virginia and has the power and duty to: (1) Exercise general supervision for the governance of Workforce West Virginia and propose rules for promulgation in accordance with the provisions of 29A-3-1 et seq. of this code to implement the requirements of this chapter;

The commissioner shall appoint, upon a nonpartisan merit basis, the division and unit heads and such assistants and employees as may be necessary to the efficient operation of the bureau. He shall fix their compensation in accordance with the provisions of article six, chapter twenty-nine of this code.
