(a) No video lottery license or permit may be granted unless the commission has determined that the applicant satisfies all of the following qualifications: (1) An applicant for a video lottery license must hold a valid racing license granted by the West Virginia Racing Commission under provisions of 19-23-1 et seq. of this code.
