The first Monday in September shall be observed as West Indies Solidarity Day throughout the Virgin Islands.
Recognition shall be given to contributions made by the people of the West Indies to the economic and social life of the Virgin Islands on West Indies Solidarity Day.
At least 15 days prior to West Indies Solidarity Day the Governor shall issue a proclamation throughout the Virgin Islands calling attention to contributions of workers from all over the West Indies to the economic and social life of the people of the Virgin Islands.
The Governor is authorized to appoint a committee for the celebration of West Indies Solidarity Day in the Virgin Islands. The committee shall consist of seven members who shall be in charge of organizing a program for the celebration of West Indies Solidarity Day.
The first Friday of the month of May of each year shall be observed as Teachers’ Day throughout the Virgin Islands.
