This chapter shall not apply to agencies of the Territorial or Federal Governments, or religious, charitable, benevolent or educational organizations when not engaged in the conduct of business pursuits for profit, nor shall it apply to transactions involving a charitable or benevolent purpose.
Whoever willfully fails or refuses to comply with any requirement which this chapter imposes on him shall be fined not more than $100 or imprisoned not more than 30 days, or both.
