The Commissioner of Agriculture may issue quarantine regulations to prevent the importation into the United States Virgin Islands of diseased or infected plants, seed or other organic matter, and may issue all necessary regulations for inspection to effect the object herein specified.
Whoever violates any of the regulations issued under section 121 of this title shall be fined not more than $100.
The Legislature hereby finds and declares that it is necessary in the interest of the public health and safety, and the protection of the economic interests of the United States Virgin Islands to prevent the entry of dangerous and destructive plant pests into the territory.
All shipments of nursery stock or any material capable of carrying plant pests brought into the United States Virgin Islands shall be subject to inspection by a qualified inspector of the Department of Agriculture.
