The design of the monument and the location of the monument on the State Capitol grounds shall be approved by the Arkansas Fallen Firefighters’ Memorial Board and the Capitol Arts and Grounds Commission.
(a) The State of Arkansas shall not be obligated to fund the Arkansas Fallen Firefighters’ Memorial. (b) The Arkansas Fallen Firefighters’ Memorial Board shall raise all funds necessary for materials, construction, and maintenance of the monument.
