28021. For the purpose of regulating the compensation of all officers provided for in this part, the several counties of the State are classified according to their population, as ascertained and determined in Section 28020, as set forth in this chapter. (Added by Stats. 1947, Ch. 424.)
28022. Counties containing a population of 4,000,000 and over are counties of the first class. (Amended by Stats. 1961, Ch. 43.)
