31101. This part does not limit any powers conferred on any county by charter or any powers conferred on boards of supervisors of counties by subdivision (b) of Section 1 or Section 4 of Article XI of the California Constitution. (Amended by Stats. 1985, Ch. 985, Sec. 9.)
