The purpose of the Grant Program and the Loan Program is to make grants and loans to owners of residential property or child care centers for financing lead hazard reduction activities, especially replacing windows containing lead-based paint on friction surfaces.
(a) The Department may establish: (1) loan fees and charges; (2) maximum loan or grant amounts for lead hazard reduction activities; and (3) guidelines that give financing priority to lead hazard reduction activities that include replacing windows containing lead-based paint on friction surfaces. In reviewing an application for a loan or grant, the Department shall consider: (1) the needs of the beneficiaries of the proposed lead hazard reduction activity; (2) the capacity of the applicant to repay a loan; (3) the overall public benefit; (4) the impact on the surrounding neighborhood or community; and (5) any other factor that the Department finds relevant.
