The Department shall report annually to the Governor and, subject to § 2-1257 of the State Government Article, to the General Assembly on the activities of the Program, including: (1) financial reports; (2) distribution of funds; (3) community participation; and (4) the overall effectiveness of the Program in fulfilling its stated purpose.
