It is hereby declared to be the purpose and policy of the Legislature in enacting this chapter to ensure the safety, reliability and cost-effectiveness of the transportation services provided by drivers and monitored autonomous vehicle providers affiliated with transportation network companies in this State. As used in this chapter, unless the context otherwise requires, the words and terms defined in NRS 706A.030 to 706A.060, inclusive, have the meanings ascribed to them in those sections. (Added to NRS by 2015, 1379, 1401; A 2021, 2247, 3755)
“Authority” means the Nevada Transportation Authority. (Added to NRS by 2015, 1401)
“Driver”: 1. Means a natural person who: (a) Operates a motor vehicle that is owned, leased or otherwise authorized for use by the person; and (b) Enters into an agreement with a transportation network company to receive connections to potential passengers and related services from a transportation network company in exchange for the payment of […]
“Limousine driver” means a person who has been issued a driver’s permit by the Authority pursuant to NRS 706.462 and is employed or under a contract to operate a limousine for a limousine motor carrier. (Added to NRS by 2021, 2246)
“Limousine motor carrier” means a motor carrier who has obtained a certificate of public convenience and necessity to operate a limousine which does not limit the number of limousines that the motor carrier is authorized to operate. (Added to NRS by 2021, 2246)
“Limousine services” means the transportation in a limousine by a limousine driver of one or more passengers between points chosen by the passenger or passengers and prearranged through the use of the digital network or software application service of a transportation network company. “Monitored autonomous vehicle” means an autonomous vehicle, as defined in NRS 482A.030, in which a monitored autonomous vehicle monitor is physically present at all times during the operation of the vehicle. (Added to NRS by 2021, 3754)

Nothing in this chapter shall be construed to prohibit a transportation network company from obtaining a permit to act as an autonomous vehicle network company pursuant to NRS 706B.130 and providing, within the scope of such a permit, the services authorized by chapter 706B of NRS. Nothing in this chapter shall be construed to deem a motor vehicle operated by a driver to provide transportation services or a monitored autonomous vehicle operated by a monitored autonomous vehicle provider to provide transportation services to be a commercial motor vehicle.
