Whenever the Zoning Administrator determines that a nonconforming tree or structure has been abandoned or more than 50 percent torn down, physically deteriorated, or decayed, no building permit shall be granted that would allow such structure or tree to exceed the applicable height limit or otherwise deviate from the zoning regulations.

It shall be the duty of the Zoning Administrator to administer and enforce chapters 5 and 7 of this title and he is authorized to promulgate such rules and regulations as he deems necessary to carry out such duty.
§ 93. Applications for building permits; appeals; judicial review
Applications for and issuance of building permits required by chapters 5 and 7 of this title, appeals of actions by the Zoning Administrator pursuant to such chapters, and judicial review of decisions of the Board related thereto, shall be made in accordance with Title 29, chapters 3 and 5, Virgin Islands Code.
